Breaking changes
Roll back OpenShift spec 4.22.0 to Ignition spec 3.5.0. Butane 0.28.0 stabilized 4.22.0 targeting Ignition 3.6.0 (#704), but OCP 4.22's Machine Config Operator does not support Ignition 3.6.0 (OCPBUGS-90256). Configs must be re-transpiled with an updated Butane.
