How to apply for unemployment benefit (işsizlik ödeneği) in Turkey

Losing a job in Turkey usually raises the same three questions: am I entitled to unemployment benefit, where do I apply, and when does the money arrive? İşsizlik ödeneği is a payment made by İŞKUR, the Turkish Employment Agency, for a set number of days to insured workers who lost their job involuntarily — and you have only 30 days from the termination date to apply, with every day of delay deducted from your total entitlement.

This guide walks through the conditions, the application steps on e-Devlet and İŞKUR, how your number of benefit days and the amount are worked out, and the situations that cut the payment off. Because the lira figures change with the minimum wage each year, what you will find here are the rules and percentages; look up the current amounts on İŞKUR's own unemployment benefit page.

🧰 What you need

  • Turkish ID number and an e-Devlet password (or mobile signature, e-signature, or internet banking login)
  • The employer's SGK employment termination notice (işten ayrılış bildirgesi), which carries the termination code
  • Your exact last day of work — the 30-day application window starts from that date
  • A bank account and IBAN in your own name
  • An SGK service record (hizmet dökümü) showing your premium days and last four months of earnings
  • A current mobile number and address, since İŞKUR contacts you through them

Steps

  1. Find out your termination date and termination code The first condition for unemployment benefit is that you lost the job through no fault or choice of your own. What settles this is the termination code on the employment termination notice your employer files with SGK. Get a copy from your employer or check your SGK records; the termination date is also the day your 30-day clock starts. If you are unsure about the code, apply anyway and let İŞKUR assess it.
  2. Check the three core conditions against your own records İŞKUR looks for three things: you must have been employed under a service contract for the last 120 days before termination, you must have paid at least 600 days of unemployment insurance premiums within the three years before termination, and you must have become unemployed involuntarily. Your SGK service record shows the premium days. If you are short of 600 days, the application will be rejected, and knowing that in advance saves time.
  3. Do not miss the 30-day window The application must be filed within 30 days of the termination of the employment contract. Unless there is a force majeure reason, applying later does not cancel your right outright, but the days you were late are deducted from your total entitlement period. In other words, every day you wait costs you a day of benefit at the end. Applying on the day you receive your termination papers is the cheapest option.
  4. Pick an application channel There are four routes: visiting the nearest İŞKUR office in person, logging in at iskur.gov.tr, using the e-Devlet portal at turkiye.gov.tr, or the İŞKUR Mobil app. All of them open the same application, and the electronic ones finish without queueing. If you have to go in person, take your ID card with you.
  5. Open the application service on e-Devlet Go to turkiye.gov.tr and search for "işsizlik ödeneği"; the service listed under Türkiye İş Kurumu (İŞKUR) is "İşsizlik Ödeneği/İş Kaybı Tazminatı Başvurusu" (Unemployment Benefit / Job Loss Compensation Application). Opening it triggers identity verification, where you can use your e-Devlet password, mobile signature, electronic signature or internet banking. Once verified, the application form appears.
  6. Fill in the form and give an IBAN in your own name The form asks for contact details, education and occupation information, and the bank account the payment will go to. The IBAN must belong to you; payments are not made to someone else's account. Enter an up-to-date phone number and address, because that is how İŞKUR sends job and training offers. Keep the reference number or a screenshot after you submit.
  7. Keep your İŞKUR jobseeker record active Unemployment benefit is not a passive payment: receiving it means you have declared you are ready to take work. Keep your occupations, education and contact details updated in your İŞKUR profile, and respond to the agency's calls and interview invitations. Refusing a suitable job offer without a valid reason is one of the grounds for cutting the benefit off.
  8. Track the decision and the payment date Applications are finalised by the end of the month following the application. If you qualify, the benefit is paid monthly on the fifth day of each month to the IBAN you provided. You can follow your status through the e-Devlet service "İşsizlik Ödeneği/İş Kaybı Tazminatı ve Kısa Çalışma Ödeneği Sorgulama" or from your İŞKUR account.
  9. Work out your duration and amount from the rule, not from hearsay The duration depends on premium days: 600 days of premiums entitles you to 180 days of benefit, 900 days to 240 days, and 1,080 days to 300 days. The daily benefit is 40 percent of the daily average of your earnings subject to premium over the last four months, and the monthly amount cannot exceed 80 percent of the gross monthly minimum wage. No deduction is made other than stamp tax. Because the figures move with the minimum wage every year, check the current floor and ceiling on İŞKUR's own unemployment benefit page.
  10. Report changes within 15 days and know what stops the payment You must notify İŞKUR, either at an office or through the ALO 170 line, within 15 days if you start a new job, begin drawing an old-age pension, go into military service, travel abroad, are given medical leave, receive a reinstatement ruling, or change address. The benefit is cut off if you refuse a suitable job offer without a valid reason, are found working unregistered, start receiving an old-age pension, or refuse or fail to attend an offered vocational training course without a valid reason. If an unreported situation surfaces later, the overpaid amount is reclaimed.
