How to get a student certificate or graduation document from e-Devlet in Turkiye

If you are a university student in Turkiye you can get your student certificate online, and if you have graduated you can get your graduation document, without visiting the campus. Here is which service does what, how to sign in, how the barcoded document is verified and what to do when your record does not show up.

How to get a student certificate or graduation document from e-Devlet in Turkiye

Scholarship applications, military service deferment, discounted subscriptions, internship files and job applications often require proof that you are a student or that you have graduated. In Turkiye you usually do not need to travel to your university for that.

The e-Devlet portal hosts two separate services from the Council of Higher Education: Student Certificate Inquiry for current students and Higher Education Graduation Document Inquiry for graduates.

Both read your own record and produce a barcoded document, and the institution you submit it to can check that barcode number to confirm the document is genuine.

🧰 What you need

  • Your Turkish national ID number
  • One of these sign-in methods: e-Devlet password, mobile signature, electronic signature, Turkish ID card or internet banking
  • A phone or computer with an internet connection
  • Somewhere to keep the document as a PDF (phone, computer or cloud storage)

Steps

  1. Prepare a sign-in method Both services require identity verification. The accepted methods are the e-Devlet password, mobile signature, electronic signature, Turkish ID card and internet banking. If you do not have an e-Devlet password, you can get one by going to a PTT branch in person with your ID; if you use internet banking, you can also sign in through your bank's e-Devlet login.
  2. Sign in to the e-Devlet portal Open turkiye.gov.tr in your browser and sign in from the top right. Type the address yourself or use a saved bookmark, and avoid similarly named addresses in search results or links arriving by message. Once you are signed in, your name appears at the top right of the page.
  3. Find the Student Certificate Inquiry service Type "Öğrenci Belgesi Sorgulama" into the site's search box and open the service that comes up. The service belongs to the Council of Higher Education, so check the institution name in the result list to confirm you opened the right one. Add it to your favourites if you expect to use it often.
  4. Check your student record The service brings your enrolment details from the Council of Higher Education records onto the screen. Read the university, faculty, programme, year and enrolment status and make sure they are correct. If you are enrolled in more than one programme, confirm which record you are working with before producing the document.
  5. Create and download the document Follow the on-screen prompts to generate the barcoded document, then download it as a PDF or print it. If you downloaded it on a phone, note where the file was saved. When you send it to an institution by email, attach the downloaded PDF rather than a screenshot.
  6. Switch to the graduates' service if you have finished If you have already graduated, the student certificate service will not return a result for you; search for "Yükseköğretim Mezun Belgesi Sorgulama" instead. That service also belongs to the Council of Higher Education and accepts the same sign-in methods. It shows your graduation details and produces the barcoded document from there.
  7. Keep the barcode number Every document produced this way carries a barcode number. The institution you submit it to can enter that number in the Belge Doğrulama (document verification) service on turkiye.gov.tr to confirm the document really came from the e-Devlet portal. You can use the same service yourself to check that your document is recognised.
  8. Contact your university if the record is missing If you enrolled recently or have not completed your re-registration, the information may not appear in the service yet. When the screen says your record could not be found, or the details look incomplete, contact your university's student affairs office and ask whether your record has been reported to the Council of Higher Education. Once it is corrected at the source, the service shows the updated data.
