How to get an e-Tebligat (UETS) address and read your electronic notifications

Registering with PTT's National Electronic Notification System (UETS) via e-Devlet, e-signature or mobile signature, setting the account to "Recipient", notification alerts, when a notification is deemed served, closing the address, and how it differs from GİB's e-Tebligat and KEP.

How to get an e-Tebligat (UETS) address and read your electronic notifications

An electronic notification address is your personal address in the National Electronic Notification System (UETS), run by Türkiye's postal operator PTT, to which authorities empowered to serve notifications — courts, enforcement offices, public bodies — send their official documents electronically instead of on paper. It is mandatory for lawyers, notaries and companies, while citizens can take one voluntarily; once you have it, notifications to you must be served electronically and the address replaces your physical notification address. That is why it matters to understand how the system works, on which day a notification is deemed served and how the registration can be closed before you decide. Below, following PTT's official guides and the Electronic Notification Regulation, we walk through registration, signing in, recipient settings, alerts and reading notifications step by step.

🧰 What you need

  • Your Turkish ID number (T.C. kimlik numarası)
  • An e-Devlet password with two-step login enabled, or your own electronic signature or mobile signature
  • A mobile number verified with your identity (if you register through e-Devlet)
  • An e-mail address and/or mobile phone if you want notification messages
  • A computer or phone with an internet connection

Steps

  1. Understand what taking the address means The National Electronic Notification System (UETS — Ulusal Elektronik Tebligat Sistemi) is set up and run by PTT under Article 7/a of the Notification Law (Tebligat Kanunu). Electronic notification is mandatory for those listed in the law, such as lawyers, notaries, companies and public bodies; other individuals receive an address only if they request one. Under the law, once you request and receive an address, notifications to you must also be served electronically. PTT's guide states that from the moment the account's "Alıcı" (Recipient) feature is switched on, notifications from authorised bodies are sent through this system and the address replaces your physical notification address.
  2. If you will register with e-Devlet, turn on two-step login To open a UETS account with your e-Devlet password, two-step login must be enabled on your e-Devlet account. Sign in to turkiye.gov.tr and switch it on from the "İki Aşamalı Giriş İşlemleri" (Two-Step Login) menu on the "Şifre ve Güvenlik Ayarlarım" (Password and Security Settings) page. You need a registered mobile device or a phone number verified with your identity; you can verify the number on the "İletişim Seçeneklerim" (Contact Options) page. If you will use an electronic or mobile signature, you can skip this step.
  3. Choose "Gerçek Kişi-Alıcı" on the online registration page Type pttbasvuru.etebligat.gov.tr into your browser's address bar yourself. The "Online Kayıt" (Online Registration) section offers two options: to receive notifications in your own name, click "Gerçek Kişi-Alıcı" (Individual – Recipient). The "Gerçek Kişi-İşlem Yetkilisi" (Individual – Authorised User) option is for people who will act on an institution's or company's account.
  4. Pick an identity verification method The next screen shows "E-Devlet", "Elektronik İmza" (electronic signature) and "Mobil İmza" (mobile signature) buttons. "E-Devlet" redirects you to the e-Devlet login page. With "Elektronik İmza" you enter your ID number and date of birth and press "Devam Et" (Continue), then download the "UETS e-İmza Uygulaması" (UETS e-signature app) and sign by entering the transaction number shown on screen. "Mobil İmza" asks for your ID number, the mobile number your mobile signature is registered to, your operator and your date of birth.
  5. Fill in your details accurately Once your identity is verified, the registration page asks you to fill in your details, making sure they are up to date. Under the Electronic Notification Regulation, the address holder must provide complete and accurate information and report any later changes to PTT without delay. The regulation says PTT creates the address within one month of the application at the latest. If you cannot complete the process online, you can also apply in person with your ID at a PTT centre.
  6. Sign in to your UETS account Type ptt.etebligat.gov.tr/login into the address bar and choose a login method. If you click the e-Devlet button, you sign in with your ID number and e-Devlet password and then enter the "İki Aşamalı Giriş Doğrulama Kodu" (two-step login verification code) sent by e-Devlet. For electronic or mobile signature login, use the corresponding button on the screen. To use your phone, install the "UETS PTT" app published by PTT from the App Store or Google Play; PTT has announced that the old mobile app will be withdrawn.
  7. Check that your account is set to "Alıcı" (Recipient) Click the profile picture in the top-right corner of the screen, then "Hesap Bilgileri" (Account Details). If "Alıcı" is not ticked in the "Kullanım Şekli" (Usage Type) field at the bottom of the screen, tick it, read the warning that appears and confirm with "Evet" (Yes). Finally press the "Kaydet" (Save) button at the top right; according to PTT's guide this completes recipient activation, and notifications start arriving in your account from that moment.
  8. Set up notification channels Under the regulation, anyone who wants to be told when a new notification arrives gives PTT an e-mail address or a mobile number; PTT sends an alert as soon as the notification reaches the address. E-mail alerts are free, while SMS alerts are charged. The "UETS PTT" mobile app can also send push alerts for notifications delivered to your account. An alert that never arrives or arrives late does not affect the validity of the notification, so check your account regularly rather than waiting for a message.
  9. Open the notification and note its dates After signing in you can view the notifications delivered to your account and open their contents and attachments; under the regulation the content is encrypted and can only be seen by the addressee. A notification is deemed served at the end of the fifth day following the date it reaches your address. The system keeps evidence records showing that the notification was received, reached your address, was read and was deemed served. Save the document to your own device and write down the date it arrived; if you are unsure how a deadline is calculated, ask the sending institution or a legal professional.
  10. Close the address if you need to For someone who took the address voluntarily, PTT closes the electronic notification address within one month of the date of the request; PTT accepts such requests 24 hours a day, seven days a week. No notification can be served to a closed address, but it stays accessible to its owner for six months. Closure cannot take effect retroactively before the application date, and a closed address is never assigned to anyone else. Call the PTT call centre on 444 1 788 to find out which channel to use for the request.
