How to pay Turkey's exit fee for citizens travelling abroad, who is exempt and how to get a refund

Turkish citizens leaving the country pay an exit fee (yurt dışı çıkış harcı) before every departure unless they are exempt. Here is how to pay it on the Digital Tax Office's password-free Quick Payments screen, in GİB Mobil, at a bank or at PTT; who is exempt; whether you need a receipt at passport control; how to check that the police have your payment; and how to ask for a refund if you do not travel.

How to pay Turkey's exit fee for citizens travelling abroad, who is exempt and how to get a refund

Türkiye charges its own citizens a departure fee, the yurt dışı çıkış harcı, each time they leave the country; foreign nationals do not pay it. Unless you are exempt, it must be paid before every departure, and police officers check the payment or exemption at the exit gate. Fee stamps are no longer used, so the fee is now paid through the Digital Tax Office, GİB Mobil, a bank, PTT or a tax office counter.

This guide shows how to pay on the Revenue Administration's password-free Quick Payments screen, how to pay for a whole family at once, who is exempt, what is checked at the exit gate, how to confirm that your payment has reached the police, and how to ask for a refund if your trip is cancelled.

🧰 What you need

  • The Turkish ID number (T.C. Kimlik Numarası), first name and surname of the person travelling
  • A bank card or credit card enabled for online payments (for the Digital Tax Office and GİB Mobil)
  • Your ID details and the amount if you pay in person at a counter
  • If you claim an exemption, your foreign residence permit, or your ID card when leaving for the TRNC
  • For a refund, your e-Devlet password or a Digital Tax Office user code and password

Steps

  1. Check whether you are exempt The exit fee is paid by citizens of the Republic of Türkiye who leave the country. Under Law No. 5597, the following are exempt: people with a <strong>residence permit abroad</strong> on the date of departure, <strong>children under 7</strong>, people leaving with a pasavan or similar border pass, people going to the <strong>TRNC (Northern Cyprus) with an ID card</strong>, and crews of commercial passenger and freight vehicles. Students are not on this list; if you are not exempt, you must pay before every departure.
  2. Find out the current amount and when to pay The fee is due <strong>for each departure</strong> and must be paid before you leave the country. According to the Revenue Administration's (GİB) May 2026 brochure, the amount for 2026 is <strong>1,250 TL</strong>; it rises every year by the revaluation rate. The <strong>Harç Bedeli (TL)</strong> (fee amount) field on the payment screen fills in the current amount by itself, so you do not type it.
  3. Open the payment page in the Digital Tax Office Go to <strong>dijital.gib.gov.tr</strong> and, in the <strong>Hızlı Ödemeler</strong> (Quick Payments) area of the home page, choose <strong>Yurt Dışına Çıkış Harcı Ödeme</strong> (Exit Fee Payment). This is a quick payment service, so no login or password is needed. You can also reach the same page by typing "Yurt Dışına Çıkış Harcı Ödeme" into the search box on e-Devlet (turkiye.gov.tr), or from the quick payment area on the home screen of the <strong>GİB Mobil</strong> app.
  4. Fill in the individual payment form On the <strong>BİREYSEL ÖDEME</strong> (individual payment) tab, enter the traveller's <strong>T.C. Kimlik Numarası</strong> (ID number), <strong>Ad</strong> (first name) and <strong>Soyad</strong> (surname). Pick an entry from the <strong>İl</strong> (province) and <strong>Vergi Dairesi</strong> (tax office) lists; only tax offices authorised to collect fees are listed. Since any refund application goes to this tax office, it is best to choose one near your home or workplace.
  5. Complete the payment by card Check the details and press <strong>ÖDE</strong> (Pay). The payment is taken through the Revenue Administration's partner banks; on the payment page that opens, enter your card details and complete the bank's verification step. According to GİB, payments through the Digital Tax Office and GİB Mobil can be made between <strong>02:00 and 23:45</strong>, so if your flight is around midnight, pay ahead of time.
  6. Pay for several people at once For a family or group, switch to the <strong>TOPLU ÖDEME</strong> (bulk payment) tab on the same page. Choose the tax office for the payment, then add people one by one with <strong>KİŞİ EKLE</strong> (add person) or download the <strong>Excel Şablonu</strong> (Excel template), fill it in and upload it. Up to 100 people can be paid for in one go, and each ID number may appear on the list only once.
  7. Or pay at a bank, PTT or a counter You can also pay at branches of authorised banks, through their internet and mobile banking apps, at PTT (the Turkish post office), at tax offices, finance offices (malmüdürlüğü), customs accounting offices (gümrük saymanlığı) and provincial treasury accounting offices (defterdarlık muhasebe müdürlüğü). Menu names differ from bank to bank; look for the exit fee under tax and fee payments. If you pay at a counter, keep the receipt. Paying with fee stamps (harç pulu) ended on 1 January 2025.
  8. Check that the payment has reached the police Log in to the Digital Tax Office with your e-Devlet password or your user code and password. In the <strong>Sorgulamalar/Doğrulamalar</strong> (Queries/Verifications) menu described by GİB, use <strong>Yurt Dışına Çıkış Harcı Sorgulama</strong> (Exit Fee Query) to check whether your payment has been passed to the General Directorate of Security (the police). If it does not show, contact the channel you paid through before you travel.
  9. Know what happens at passport control Payment and exemption checks are done by police officers at the exit gate. Payments made through the Digital Tax Office, GİB Mobil, internet or mobile banking, or at tax office, bank and PTT counters are checked through the system; for Digital Tax Office payments you do not need to show a receipt or stamp. If you paid at a finance office, customs accounting office or treasury accounting office, hand the receipt to the officer, who cancels it with a stamp. Once you leave, the payment counts as used and you pay again for your next trip.
  10. Ask for a refund if you did not travel or were exempt If you paid but did not leave the country, or paid even though you were exempt, you can get a refund by applying with the relevant documents. For Digital Tax Office, GİB Mobil, bank and PTT payments, log in to the Digital Tax Office and create your petition under <strong>Dilekçelerim > Yeni Dilekçe Oluştur > Harç ve Değerli Kağıt Bedeli İade Talebi Dilekçesi</strong> (My Petitions > New Petition > Fee and Valuable Paper Refund Request); follow its status under <strong>Dilekçelerim > Oluşturduğum Dilekçeler</strong> (My Petitions > Petitions I Created). If you paid at a finance office, customs accounting office or treasury accounting office, apply where you paid.
