Devrim Parscan was born on July 23, 1937 in Ankara. Although he enrolled in the Astronomy department of the Faculty of Science in his youth, he could not complete his education. Then, after a two-year working period at Istanbul Bank, he also worked at İş Bank for the same period. During his military service, he coincided with the military intervention of May 27, 1960.
Parscan, who stepped into the art world with the encouragement of his relative, the master theater actor Müfit Kiper, performed at Istanbul City Theaters for many years. He made his acting debut with the role of Senator Ebler in the production İktidar directed by Tunç Yalman.
Parscan's career has covered a wide range, with him taking part in hundreds of projects. He gave unforgettable performances in TV series, cinema and theater projects such as Bizim Aile, Çiçek Taksi and Kurtuluş. He took part in numerous movies and documentaries within the scope of his voice-over work, which he started in 1964 with the suggestion of Kani Kıpçak.
The artist, who also worked as a dubbing director, became widely known for his dubbing artistry. The character of Orhan, which he played in the TV series Kurtlar Vadisi, broadcast between 2003 and 2004, brought him a new fame.
