How to report a change of residence address through Türkiye's e-Devlet portal

Moving house in Türkiye is not finished when the boxes are unpacked. Your "yerleşim yeri" (place of residence) recorded in the national population registry has to be updated too, because that address feeds the electoral roll, school enrolment, official legal notices, healthcare and social assistance records. Under the Population Services Law the change must be reported within 20 working days of moving, and a late report carries an administrative fine.

The good news is that most reports no longer require a trip to a registry office. They can be filed online through e-Devlet (turkiye.gov.tr, Türkiye's e-government portal) using the "Adres Değişikliği Bildirimi" (Address Change Notification) service, run by the Nüfus ve Vatandaşlık İşleri Genel Müdürlüğü — the General Directorate of Population and Citizenship Affairs. The steps below show when the online route works, when you still have to visit the district registry office (ilçe nüfus müdürlüğü), and how to get your barcoded residence certificate once the record is updated.

1. Note the moving date and keep the 20-working-day clock in mind The legal deadline is 20 working days from the day you move in. Note the word "working": weekends and public holidays do not count, so in practice it is roughly one calendar month. Reports filed after the deadline attract an administrative fine, and the amount is revalued every year, so check the current figure at nvi.gov.tr or at a registry office. Setting a phone reminder on moving day is the cheapest insurance there is.
2. Work out the status of your new address in the registry Whether you can finish online depends on how the new address appears in the Address Registration System (Adres Kayıt Sistemi). If the address shows as <strong>empty</strong>, with nobody registered there, you can complete everything yourself through e-Devlet. If people are already registered there and you are joining them, that is the "living together" case and requires their consent. If the address is occupied and you cannot obtain consent, this case currently cannot be processed online and you must go to the district registry office.
3. Log in to e-Devlet and open the right service Go to turkiye.gov.tr and complete identity verification. Typing "adres" into the search box returns several services from the General Directorate of Population and Citizenship Affairs, so pick carefully. For an empty address, open <strong>"Adres Değişikliği Bildirimi"</strong> (Address Change Notification). If you are moving in with someone, you need <strong>"Adres Değişikliği Bildirimi (Birlikte Oturma İçin / Muvafakatlı)"</strong> — the consent-based version for shared occupancy.
4. Get the consent first if you are moving in with someone Order matters here. The adult already registered at the address must first log in to their own e-Devlet account, open <strong>"Adres Beyanı İçin Muvafakat Verme"</strong> (Giving Consent for an Address Declaration) and approve your Turkish ID number. Until that consent lands in the system your own notification will be rejected. The consent is valid only for a limited period, so file your notification immediately afterwards — ideally both parties complete their part on the same day.
5. Enter the new address by selecting it from the lists You do not type the address freehand. You pick it from cascading menus: province (il) → district (ilçe) → neighbourhood or village (mahalle/köy) → street (cadde/sokak) → building → independent unit, meaning the flat. If the building or flat is missing from the list, the address data itself is incomplete and the process will stall; the address then has to be registered by the municipality or registry office first. If you know your address number you can look it up through the "Adres No Öğrenme - NVİ Adres Bilgilerim" service and move much faster. Double-check the flat number against the one on your door — that is where most mistakes happen.
6. Add the family members who moved with you Adult members of a family who share the same registered residence may file the notification on each other's behalf. The screen lists everyone registered at your old address; tick each person who actually moved and file for all of them in a single transaction. Minors and legally restricted persons cannot file for themselves: a parent, guardian or legal representative declares on their behalf. If part of the family is staying at the old address, leave them unticked, otherwise their records will be moved incorrectly.
7. Verify and confirm the declaration Review the address and the list of people one final time on screen. Then sign the declaration with the verification method e-Devlet requests: an SMS verification code, a mobile signature or an electronic signature. The notification is not recorded until this step completes, so do not close the page before you see the confirmation screen. The service is free of charge and e-Devlet is available around the clock.
8. Download and keep the barcoded residence certificate Once the notification is saved, the new address becomes queryable straight away. Open <strong>"Yerleşim Yeri (İkametgâh) ve Diğer Adres Belgesi Sorgulama"</strong> — the residence and other address certificate service — and generate the barcoded document as a PDF. It needs no wet signature or stamp; institutions verify it using the barcode printed on it. If you need proof of your previous addresses, use "Tarihçeli Yerleşim Yeri ve Diğer Adres Belgesi Sorgulama", the version with address history.
9. Go to the registry office if the online route is closed If other people are registered at the property and you cannot obtain their consent, e-Devlet will direct you to your district registry office (ilçe nüfus müdürlüğü). Book an appointment in advance and take your ID plus a document linking you to the address: a title deed, a rental contract, or an electricity, water, gas or telephone subscription in your name or its most recent bill. If you are abroad, you can file the notification at the Turkish consulate you are registered with. For an empty address no document is normally required, although the registry office may still ask for confirming evidence.
10. Update your other address-linked records too Changing the population registry does not automatically notify every institution. In e-Devlet, review services such as the Social Security Institution's "4A/4B/4C Banka ve Adres Değişikliği" (bank and address change), and separately update your bank, insurance, utility and courier records. Your electoral registration is built from this address, so do not leave the notification late in an election period. Finally, consider PTT's address forwarding service so that post sent to your old address still reaches you.
