Tuğrul Çetiner was born in Istanbul in 1942 and graduated from Ankara State Conservatory, Department of Theatre. He entered stagecraft by joining the State Theaters in 1962 and acted there until 1975. During this period, he received vocational training in England, participated in theater laboratory projects with Jerzy Grotowski in Poland, and studied Puppet Acting at the Polish Higher Theater School between 1977 and 1979.
Çetiner, who worked as a lecturer in the Turcology departments of Krakow Jagiellonski and Warsaw Universities since 1979, worked in Marcinek and Wroclaw Puppet Theaters until 1983. He returned to the State Theaters in 1985 and in 1997 he appeared in the Polish State Television's documentary "Those Who Chose Poland as Their Homeland" with the song "Where are you running to, Tuğrul?" It was featured in an episode titled.
He also translated TV series for TRT and Kanal D, and was most recently known for his character Mansur Efendi in the TV series "Sağır Oda".
Çetiner, who played the role of Selim Reşat Ertuğrul in the TV series "Bıçak Sıratı" broadcast on Kanal D in 2007, played the character of Bülent Fuat Aras in the movie "Kurtlar Vadisi GLADIO", released in 2009. In 2013, he played Celal Bayar, the third president of the Republic of Türkiye, in ATV's TV series "I Loved Him Much".
Throughout his artistic life, he was honored with the "Heart to Heart" award by the Polish National Catholic Church in 1996.
