How to check your driving licence penalty points on e-Devlet

You can see the penalty points recorded on your driving licence through the General Directorate of Security's Driver Penalty Information Barcoded Document service (Sürücü Ceza Bilgisi Barkodlu Belge Sorgulama) on e-Devlet. Here is how to sign in, get and verify the barcoded document and view the details of your fines, plus the 100-point limit under the Highway Traffic Law, the 75-point rule for probationary drivers and where to apply if a record is wrong.

How to check your driving licence penalty points on e-Devlet

A traffic offence does not only bring a fine; under Türkiye's Highway Traffic Law, penalty points are also recorded on your driving licence, and once they pass a certain limit your licence is temporarily withdrawn. Knowing how many points you have lets you see in advance when you are getting close to the limit. On e-Devlet you can see your penalty points through the Driver Penalty Information Barcoded Document service, which uses data from the General Directorate of Security (Emniyet Genel Müdürlüğü), and you can look at the details of your fines through the Driving Licence and Personal Fines Inquiry service. Checking and paying fines written to a licence plate is a separate task; for that, see our guide to motor vehicle tax and traffic fine debts.

🧰 What you need

  • A Turkish ID number (T.C. kimlik numarası) and a driving licence
  • One of the e-Devlet sign-in methods: e-Devlet password, Mobile Signature, Electronic Signature, Turkish ID card or Internet Banking
  • A computer or phone with an internet connection
  • A device that can save or print, if you want to keep the document

Steps

  1. Get your sign-in method ready The service requires identity verification; you can sign in with an <strong>e-Devlet password</strong>, <strong>Mobile Signature</strong>, <strong>Electronic Signature</strong>, <strong>Turkish ID card</strong> or <strong>Internet Banking</strong>. If you do not have an e-Devlet password, you can get one by applying in person at a PTT branch with your ID. If you have one but cannot remember it, see our guide to getting an e-Devlet password.
  2. Sign in to e-Devlet from the safe address Type <strong>turkiye.gov.tr</strong> into your browser's address bar yourself; do not click links sent by email or message. Select <strong>Giriş Yap</strong> (Sign in) at the top of the page. On the identity verification page, check that the address is <strong>giris.turkiye.gov.tr</strong> and that the padlock icon appears in the browser, then sign in with the method you chose.
  3. Find the Driver Penalty Information Barcoded Document service Type <strong>Sürücü Ceza Bilgisi</strong> into the search box at the top and select <strong>Sürücü Ceza Bilgisi Barkodlu Belge Sorgulama</strong> (Driver Penalty Information Barcoded Document Inquiry) from <strong>Emniyet Genel Müdürlüğü</strong> in the results. You can also reach it from the <strong>e-Hizmetler → Emniyet Genel Müdürlüğü</strong> list. To be sure you have not opened a similarly named service of another institution, check the institution name under the page title.
  4. Create the document and read your penalty points Follow the instructions on the service page to create and open your driver penalty information document. The penalty point information in the document comes directly from the records of the General Directorate of Security. Look carefully at the total and at the dates on which the points were recorded; the 100-point limit is calculated over the last year, not over all time.
  5. Save the document and have it verified if needed Because the document carries a barcode, you can save or print it and hand it to another institution or an employer. The person who receives it can check that it is genuine with the <strong>Sürücü Ceza Bilgisi Barkodlu Belge Doğrulama</strong> (document verification) service on e-Devlet. For details on verification, see our guide to verifying barcoded e-Devlet documents.
  6. Look at the details of your fines separately To see which fines your points come from, open the <strong>Sürücü Belgesi ve Şahıslara Yazılan Ceza Sorgulama</strong> (Driving Licence and Personal Fines Inquiry) service of <strong>Emniyet Genel Müdürlüğü</strong>. It lists the traffic fines written to your licence and to you personally in the last year in the <strong>Ceza Bilgileri</strong> (Fine Information) table, with the fine type, plate, province, district, date and time. Select <strong>Detay</strong> (Details) on a row to also see the report serial number and the <strong>Ceza Maddeleri</strong> (articles applied). Fines you have paid stay on this list; that does not mean the debt is still outstanding.
  7. Compare your total with the 100-point limit Under Article 118 of the Highway Traffic Law, a driver who reaches a total of 100 penalty points within one year counting back from the date of the offence has their licence withdrawn for 2 months and must attend training. If the same driver reaches 100 points a second time within the same year, the licence is withdrawn for 4 months and a psychotechnical assessment and an examination by a psychiatrist are required. A driver who reaches 100 points three times within one year has their licence cancelled indefinitely. The number of points for each offence is set in the regulation.
  8. If you are a probationary driver, remember the 75-point rule Under additional Article 17 of the law, people who get a driving licence for the first time, and those whose licence was cancelled and who have qualified for a new one, are probationary drivers for two years from the date they receive the licence. If, during these two years, <strong>more than 75 penalty points</strong> are recorded, an offence requiring temporary withdrawal of the licence is committed, or driving with a blood alcohol level above 0.20 per mille is detected, the probationary licence is cancelled. If your licence is new, check your points more often.
  9. If a record is wrong, apply to the right place Because e-Devlet takes this information from the General Directorate of Security, it cannot correct an error in the record itself; you need to contact the General Directorate of Security. If you want details about a single fine, apply to the provincial or district traffic unit that issued it. Have the report serial number from the fine details with you when you apply.
