How to verify a barcoded e-Devlet document

Is the population register extract, criminal record certificate or student certificate you were given genuine? With the Document Verification service on e-Devlet, you can type in the barcode number, see the document's record in the system and compare it with the paper in your hands. No password is needed; we walk you through the four stages, verifying with the QR code and spotting an altered document.

How to verify a barcoded e-Devlet document

Documents issued through Türkiye's e-Devlet Gateway carry a barcode number and a QR code. When hiring someone, renting out a home, or handling school or institutional paperwork, you can use this number to check that the document you were given really was produced by e-Devlet and has not been tampered with.

No e-Devlet password is needed: the Document Verification service on turkiye.gov.tr works without signing in and takes about 3 minutes. Below we explain how to verify on the website and on your phone, and what to do if a warning appears.

🧰 What you need

  • The document to check: a printout, a PDF file or a photo in which the barcode is clearly readable
  • A computer or phone with internet access
  • The extra information the screen asks for (for a population register extract, for example, the document holder's Turkish ID number)
  • The official e-Devlet app on your phone if you want to verify with the QR code
  • No e-Devlet password is NEEDED; verification works without signing in

Steps

  1. Find the barcode number on the document Documents issued through the e-Devlet Gateway carry a barcode number and a QR code. Note the number down exactly as printed on the document. If you only have a photo of the document, make sure every character of the number is clearly readable; do not try to verify from a blurry photo, ask for the PDF instead.
  2. Open the verification page yourself Type <strong>turkiye.gov.tr/belge-dogrulama</strong> into your browser's address bar, or type <strong>Belge Doğrulama</strong> (Document Verification) into the search box on the e-Devlet home page and choose the service. Do not click a link in an email or message that came with the document. You do not need to tap <strong>Sign in</strong> or enter an e-Devlet password for this service.
  3. Fill in the Barcode Number field The service has four stages: <strong>Barcode Number</strong>, <strong>Inquiry Field</strong>, <strong>Information and Approval</strong> and <strong>Result</strong>. On the first screen, type the number from the document into the <strong>Barcode Number</strong> box and press <strong>Devam Et</strong> (Continue).
  4. If you see a "not defined" warning, check what you typed If the screen shows <strong>Girilen barkod numarası e-Devlet Kapısında tanımlı değildir.</strong> (The barcode number entered is not defined in the e-Devlet Gateway), the system did not find a document with that number. Type the number again first, watching for characters that are easily confused, such as zero and the letter O or one and the letter I, and for missing characters. If the warning remains even though you typed it correctly, do not treat the document as verified and ask the holder to get the document again from e-Devlet and send it to you.
  5. Enter the information requested in the Inquiry Field In the second stage, extra information is requested depending on the document type. For example, the information text for the population register extract says the document can be verified with its barcode number and Turkish ID number; in that case, enter the document holder's Turkish ID number. Take this information from the document itself or from the person who gave it to you; do not guess.
  6. Go through the Information and Approval screen In the third stage, read the information text, give the approval the screen asks for and continue. Remember that you are seeing the document holder's details only for verification; do not take screenshots and share them with others.
  7. Compare the Result with the document in your hands The last stage shows the document details that e-Devlet holds for this barcode. Compare who the document belongs to, its type, the issuing institution, its date and the information in it line by line with your paper copy. If the barcode is found but you see any difference in the name, date or content, the document in your hands may have been altered afterwards; do not accept it.
  8. Verify by scanning the QR code with your phone According to the e-Devlet verification page, you can verify more quickly by scanning the QR code on the document with the <strong>Barkodlu Belge Doğrulama</strong> (Barcoded Document Verification) feature in the e-Devlet mobile app. There is also a separate app called <strong>e-Devlet Belge Doğrulama</strong> in the app stores; when downloading it, check that the developer is the <strong>Presidency of the Republic of Türkiye, Cybersecurity Directorate</strong> (T.C. Cumhurbaşkanlığı Siber Güvenlik Başkanlığı). According to its store description, the app shows who the document belongs to, when and by which institution it was issued, and whether it is valid.
  9. Decide what to do with a document that cannot be verified This service only verifies barcoded documents created through the e-Devlet Gateway. If the barcode is not found, if the details on the result screen differ from the paper, or if the document has no barcode at all, do not process it. Ask the holder to get the document again from e-Devlet and send it as a PDF; if it is a wet-signed document handed out by an institution, ask that institution whether it is genuine.
