How to verify your identity on e-Devlet with your chip ID card and NFC

Tap your chip ID card on the back of your phone in the e-Devlet Kapısı app to verify your phone number with your identity, then turn on two-step login. Covers supported phone versions, scan errors and alternatives if your phone has no NFC.

How to verify your identity on e-Devlet with your chip ID card and NFC

If you have the new Turkish chip ID card and a phone with NFC, this is the quickest way to prove who you are on e-Devlet. When you hold the card against the back of the phone, the app reads the chip and marks the phone number on your account as "verified with ID". That verification is required before you can turn on two-step login, which keeps your account safe even if someone gets hold of your password. It is also one of the ways to clear a SIM block after you switch to a new SIM card.

This guide walks you through scanning the card in the e-Devlet Kapısı mobile app and then switching on two-step login. The steps come from e-Devlet's own help pages and user guides. According to those guides, you sign in to the app with your e-Devlet password or mobile signature; the card is scanned to confirm your identity, not used as a sign-in method. The app's screens are in Turkish, so the button names are given in Turkish with an English explanation.

🧰 What you need

  • A phone or tablet with NFC (iOS 13 or later, or Android 5.0 or later)
  • A new-type Turkish chip ID card (T.C. kimlik kartı)
  • Your e-Devlet password (or a mobile signature)
  • The SIM for the number you want to verify, since the code is sent there
  • An internet connection

Steps

  1. Check your phone and your card You need a phone or tablet with NFC, a new-type chip ID card and an internet connection. The official guide says the device must run iOS 13 or later on an iPhone, or Android 5.0 or later. If you're not sure whether your phone has NFC, type NFC into the search box in Settings; on Android, switch NFC on there if it's off. Keep the SIM for the number you're verifying at hand, because the confirmation code goes to that number.
  2. Install or update the e-Devlet Kapısı app Search your phone's app store for "e-Devlet Kapısı" or "edevlet". Check that the publisher is the official government body and never type your ID details into look-alike apps. If the app is already installed, update it to the latest version, since NFC reading fixes arrive through updates.
  3. Sign in with your e-Devlet password Open the app, enter your Turkish ID number and e-Devlet password, and tap "Giriş Yap" (Sign in). If you don't have a password yet, you can get one in person at a PTT branch by showing your ID. If you signed in with a mobile signature, you don't need to scan the card at all; just save your number and confirm it with the SMS code.
  4. Open Kimlikle Doğrula from your profile Tap "Profilim" (My profile) at the bottom of the screen. On that page, tap "Kimlikle Doğrula" (Verify with ID); if you can't see the button, tap "Bilgilerimi Düzenle" (Edit my details) first and you'll find it there. If the saved number is out of date, update it with "Düzenle" (Edit) before you continue.
  5. Read the summary and enter your number The next page summarises the verification steps. Read them, then tap "KİMLİKLE DOĞRULA". Type the phone number you want to verify into the phone number field. If your device has no NFC, the app tells you at this point that you can't continue; in that case use one of the alternatives in the questions below.
  6. Enter your card details or scan the back of the card The app asks for some details printed on your ID card. You can type them in, or tap the camera button and show the back of the card to the camera so the fields fill in automatically. On the summary screen that follows, check every field carefully; a single wrong digit stops the chip from being read.
  7. Hold the card to the back of the phone and start the scan Place the card flat against the back of the phone as shown in the on-screen animation, then tap "TARAMAYI BAŞLAT" (Start scan). Keep both the card and the phone still until the scan finishes. Where the NFC reader sits depends on the make and model, so if nothing happens, try the top, middle and bottom of the back of the phone in turn.
  8. Enter the code sent to your number Once the card has been read, a confirmation code is sent to the number you entered. Type it into the field on screen and tap "DEVAM ET" (Continue). When the result screen appears, your number is verified with your ID.
  9. If you started on a computer, scan the QR code To start from turkiye.gov.tr instead, click your name in the top-right corner, open "İletişim Seçenekleri" (Contact options) and click "Kimlikle Doğrula". Choose the option to verify with the mobile app, answer the questions, enter your number and click "Doğrulamayı Başlat" (Start verification); a QR code appears. On your phone, tap "Kimlik Doğrulama" (ID verification) on the e-Devlet Kapısı app's sign-in screen, use "KAREKOD OKUT" (Scan QR code) to scan it, then follow steps 6 to 8 in the same way.
  10. Turn on two-step login Tap "İki Aşamalı Giriş İşlemleri" (Two-step login settings) on the result screen; if you'd rather do it later, you can reach the same menu from the Settings icon on your profile page. Tap "AÇ" (Turn on) and enter the SMS code sent to your number. From then on, signing in asks for approval on your registered device or an SMS code on top of your password.
