How to check your SGK health coverage eligibility (SPAS) in Turkey
Using the SPAS eligibility check on e-Devlet to see whether you can use Turkey's General Health Insurance, getting a barcoded document, checking the 30-day premium and 60-day debt rules, and what to do if your entitlement doesn't show.

Being told at a hospital or pharmacy that your insurance “doesn't show” usually comes down to a job change, leaving a job, graduating or unpaid premiums. Turkey's Social Security Institution (SGK) switches the right to use General Health Insurance (GSS) on and off automatically through the Health Provision Activation System (SPAS), and you can look up this record yourself on e-Devlet, the country's official e-Government Gateway.
This guide shows you step by step how to check your eligibility, how to get a barcoded document if you need one, and where to check your premium days and debt if your entitlement doesn't show. The conditions are based on the current information on SGK's official website.

🧰 What you need
- Your Turkish ID number (T.C. kimlik numarası)
- An e-Devlet password, or a mobile signature, electronic signature, chip-based Turkish ID card or online banking login
- A phone or computer with an internet connection
Steps
- Open the e-Devlet Gateway and search for the serviceGo to turkiye.gov.tr in your browser, or open the e-Devlet Kapısı app on your phone. e-Devlet is Turkey's official e-Government Gateway. Type “SPAS” or “müstehaklık” (eligibility) into the search box. You can also go straight to turkiye.gov.tr/spas-mustahaklik-sorgulama.💡 Type the address yourself; don't sign in to e-Devlet through links that arrive by text message or email.
- Choose the right serviceIn the results, tap “SPAS Müstehaklık Sorgulama (Sağlık Provizyon Aktivasyon Sistemi)”, provided by the Social Security Institution (SGK). The name means SPAS eligibility check (Health Provision Activation System). A service with a very similar name ending in “Belge Doğrulama” (document verification) is for something else, so skip it for now.
- Verify your identityThe page shows a notice that you haven't verified your identity yet. Pick the method that suits you: e-Devlet password (e-Devlet Şifresi), mobile signature (Mobil İmza), electronic signature (Elektronik İmza), Turkish ID card (T.C. Kimlik Kartı) or online banking (İnternet Bankacılığı). Press “Kimliğimi Şimdi Doğrula” (Verify my identity now) and complete the sign-in; you'll return to the service page afterwards.
- Check your right to health servicesThe result shows whether you can use health services under General Health Insurance (GSS, Turkey's public health insurance run by SGK). Hospitals, pharmacies and opticians check the same SPAS record when they run a provision query. If your entitlement shows here, you can go directly to a healthcare provider.
- Create a barcoded document if neededIf an employer, school or another institution asks you for an eligibility document, use the barcoded document option on the results page. Save the document as a PDF on your phone or computer. If you need a paper copy, print the PDF as it is and don't crop or remove the barcode.
- Know how the document is verifiedWhoever receives the document can check it is genuine by entering its barcode number into the “SPAS Müstehaklık Sorgulama (Sağlık Provizyon Aktivasyon Sistemi) Belge Doğrulama” service on e-Devlet. The QR code on the document can also be scanned with the Barcoded Document Verification feature in the e-Devlet mobile app. So don't try to edit or alter the document.
- If you're not eligible, check your premium daysAccording to SGK, to use health services you need a total of 30 days of General Health Insurance premium payments in the year before the date you apply for care. If you're employed, open the “SGK Tescil ve Hizmet Dökümü” (SGK registration and service record) service on e-Devlet and add up your premium days for the last twelve months. If you've just started a new job, the same record shows whether your employer has filed your start-of-employment notice.
- Check for unpaid premiumsIf you're self-employed (Bağ-Kur), covered under the ek-5, ek-6 or ek-9 schemes (ek-9 covers domestic workers working more than 10 days a month), or pay premiums as a result of the income test, then on top of the 30-day rule you must not have premium debt older than 60 days; debts under an active deferral or instalment plan don't count. For voluntary insurees and some other categories, there must be no premium debt at all. Check your status with the “Genel Sağlık Sigortası Tescil ve Prim Borcu Sorgulama” (General Health Insurance registration and premium debt) service on e-Devlet.
- If the problem continues, contact SGKIf your premium days and debt status are in order and you still don't show as eligible, take your ID to an SGK social security centre or provincial office. SGK's SPAS announcement says people whose eligibility shows don't need to visit; only those whose eligibility doesn't show need to apply in person. Tell the staff what you saw on the query screen and about any recent change, such as leaving a job, marriage or graduation.
