How to Get a Proof of Residence (İkametgâh) Certificate from e-Devlet

Schools, employers, banks and courts in Turkey often ask for a residence certificate (yerleşim yeri or ikametgâh belgesi) as proof of address. You can get it free of charge and with a verification barcode through the e-Devlet service of the General Directorate of Population and Citizenship Affairs (NVİ), without going to a registry office.

According to NVİ, a certificate obtained from e-Devlet has the same legal value as one issued at a registry office, with no wet signature or stamp needed. It shows only the current address in your population record, so if you have moved you need to register your new address first.

  • A way to log in to e-Devlet: e-Devlet password, mobile signature, e-signature, Turkish ID card or internet banking
  • A computer or phone with an internet connection
  • A PDF viewer to open the certificate
  • A printer if the institution wants a paper copy

Steps

  1. Open e-Devlet by typing the address yourself Type turkiye.gov.tr into your browser's address bar; do not click links sent by email or text. Use the Giriş Yap (Log In) link at the top right and verify your identity with an e-Devlet password, mobile signature, e-signature, Turkish ID card or internet banking. On the login page, check that the address is giris.turkiye.gov.tr and the secure connection padlock is shown.
  2. Search for the service Type "Yerleşim Yeri" into the search box at the top of the page. In the results, open "Yerleşim Yeri (İkametgâh) ve Diğer Adres Belgesi Sorgulama" under the General Directorate of Population and Citizenship Affairs. You can also go straight to turkiye.gov.tr/nvi-yerlesim-yeri-ve-diger-adres-belgesi-sorgulama.
  3. Accept the information notice The service first shows an information and consent screen. Read it and confirm to move on to the query form. You cannot reach the next screen without confirming.
  4. Check your identity details The top of the form shows the identity details the query is based on. If your name or any other detail looks wrong, it has to be corrected before you take the certificate. If everything is correct, continue with the rest of the form.
  5. Choose where the certificate will be used In the "Belgenin Neden Verileceği" (reason for issue) field, pick the option that fits; choices include submitting it to an institution, an institution's request or a personal request. Depending on your choice, new required fields appear below, such as the institution it will be given to. Fill them in and press Sorgula (Query).
  6. Download the certificate The result screen shows your barcoded residence and other address certificate. Save it as a PDF with the "Dosyayı İndir" (Download File) button. If you need a printout, do not use the browser's print command; download the file first, then open the PDF and print from there.
  7. Hand it to the institution You can submit the certificate on paper or electronically. If you have no printer, giving the institution the barcode number on the certificate and your Turkish ID number is enough. With these, the institution can view the original on e-Devlet and check that it is valid.
  8. Verify a certificate if needed To check whether a certificate given to you is genuine, open turkiye.gov.tr/belge-dogrulama, enter the barcode number and complete the details requested in the next steps. The Barkodlu Belge Doğrulama (barcoded document verification) feature in the e-Devlet mobile app can also verify it by scanning the QR code on the certificate. You do not need this step for your own certificate.
