How to file a CİMER application in Türkiye: signing in with e-Devlet, application types and tracking
A step-by-step guide to Türkiye's Presidential Communication Centre (CİMER): signing in with e-Devlet or an SMS code, choosing the right application type (request, complaint, opinion/suggestion, access to information), attaching evidence and tracking your application online or through the ALO 150 line.

CİMER (Cumhurbaşkanlığı İletişim Merkezi, the Presidential Communication Centre) is Türkiye's official channel for sending requests, complaints, opinions and suggestions, and access-to-information applications to public bodies such as ministries, governorships, district governorships, municipalities and universities. Whether it is rubbish that never gets collected, a procedure that has stalled or information you want from a public body, you can send it to the right institution from one place instead of going from office to office.
You apply online in a few minutes using your e-Devlet identity (e-Devlet is Türkiye's e-government portal, turkiye.gov.tr). Every application gets an application number and you follow it from the same place. Below we walk through every step, from choosing the right application type to tracking the reply. Screen labels on the site are in Turkish, so we give them in Turkish with an English explanation.

🧰 What you need
- Your Turkish ID (T.C. kimlik) number
- An e-Devlet sign-in method: e-Devlet password, mobile signature, electronic signature, Turkish ID card or internet banking
- If you will not use e-Devlet: your ID card serial number and a mobile phone (the confirmation code arrives by SMS)
- An e-mail address you use often and can log in to
- Any photo or screenshot that supports your application
- A short draft that clearly states what you are asking for
Steps
- Check that your issue belongs on CİMERCİMER handles applications about the work of public bodies. The Grand National Assembly, the courts, the Court of Accounts, public prosecutors' offices, the Ombudsman Institution, the Supreme Election Council, the Council of Judges and Prosecutors, as well as associations, foundations, companies and neighbourhood headmen (muhtar), are outside its scope. Private-law disputes between you and another person or company, and crime reports that only a prosecutor can deal with, are not processed either. For emergency medical help or urgent reports, call 112, not CİMER.
- Pick the right application typeIf you want something concrete to happen (a road to be built, social assistance, restructuring of a tax debt), choose İstek (Request). For a situation in which you have been harmed and that concerns only you (unpaid wages, uncollected rubbish, a fine you believe was unfair), Şikâyet (Complaint) is the right type. Use Görüş-Öneri (Opinion-Suggestion) if you have an idea for running a service better, and Bilgi Edinme (Access to Information) if you want a specific piece of information or a document held by a public body. There is also Teşekkür (Thanks) for a service you were happy with and Yönetime Katıl (Take Part in Government) for contributing to public policy.
- Choose the e-Devlet sign-in on cimer.gov.trOpen cimer.gov.tr in your browser, make sure the BAŞVURU YAP (Apply) tab is selected and tap the link "E-Devlet ile başvuru yapmak için tıklayınız" (click to apply with e-Devlet). You can reach the same place from turkiye.gov.tr: type "CİMER" into the search box and open the "Cumhurbaşkanlığı İletişim Merkezi" service of the Directorate of Communications. If you are applying from your phone, you can also use CİMER's official app on Google Play and the App Store.
- Verify your identityOn the e-Devlet sign-in screen choose one of the methods offered: e-Devlet password, mobile signature, electronic signature, Turkish ID card or internet banking, and complete the sign-in. If you prefer not to use e-Devlet, fill in the form on the cimer.gov.tr home page instead: enter your ID number, first name, surname, date of birth, ID card serial number and mobile number, accept the privacy notice, tap "Onay kodu gönder" (send confirmation code), enter the code sent to your phone and tap "Devam Et" (Continue). If your phone number does not match the records, you may be asked for the province and district where you are registered as an extra security check.
- Check your contact detailsYour identity details, address and mobile number are filled in automatically. An e-mail address is mandatory, and for online applications the reply is sent to it, so give an address you use often and can log in to. If you do not want your registered address to be used, tick "nüfusta yer alan adresimi kullanmak istemiyorum" (I do not want to use my registered address) and enter another one. If you are reporting a problem that needs an on-site check, you can also tick "Konum Bilgilerimi Paylaş" (Share my location).
- Select the type and the institution, then write your textOn the application details screen select the type you decided on and write your petition in the application text field. Describe what happened in order, with when and where, in clear and formal language; address the institution rather than individual staff members. State plainly at the end what you are asking for. If you know which institution should handle it, use the option to send the application directly to that body; applications outside an institution's remit are forwarded to the competent body through the system.
- Attach your evidenceIf you have a photo or screenshot that backs up what you say, attach it. The accepted file types and the size limit are shown next to the attachment field; files over the limit or in unsupported formats will not be attached. So put everything you want to say in the text itself. Do not attach unrelated files, as this can cause the application not to be processed.
- Review the preview and complete the applicationRead your identity details and application text one last time on the preview screen. Read and accept the application agreement and the legal notice, then press "Başvuruyu Tamamla" (Complete Application). Your application is given an application number and a confirmation is sent to your e-mail address; note the number down, as it makes tracking easier.
- Track your applicationOn cimer.gov.tr switch to the BAŞVURU SORGULA (Check Application) tab, sign in the same way and open the Başvurularım (My Applications) page to see which institution your application went to and the reply it gave. The e-Devlet service "Cumhurbaşkanlığı İletişim Merkezi (CİMER) Başvuru Sorgulama" does the same job. If you do not use the internet, call ALO 150 and give your application number, or your ID number and date of birth, to learn which institutions it was sent to and which one replied.
